Summary

The HALO Trust is seeking an experienced Yangon-based Finance Manager who will be responsible for the financial accounting and reporting of The HALO Trust in Myanmar.

The HALO Trust is a humanitarian mine action organisation, established in the UK in 1988. HALO has been conducting educational activities in Myanmar since 2012. International travel and internal travel to other parts of the country is expected, if the security situation allows.


Excellent spoken and written English and Burmese is essential. Shortlisted candidates will be required to undergo English and accountancy-based tests as part of the interview process.

Overview

The Finance Manager will be based in the Yangon office and will be responsible for financial accounting and reporting for The HALO Trust Myanmar. The Finance Manager will report to the International Finance Manager, who is based overseas, and directly supervise two Finance Officers based in location offices.

The Finance Manager will be expected to periodically travel to offices in other provinces of Myanmar as well as occasional travel overseas for meetings and training.

Responsibilities

  • Accurate and timely recording of financial transactions in HALO’s online accounting system.
  • Preparing, processing, and recording payroll, including relevant statutory deductions.
  • Reconciling bank and cash accounts in accordance with agreed schedule and deadlines.
  • Accurate allocation of expenditure to donor funded projects in accordance with agreed budgets.
  • Monitoring cash reserves against forecast expenditure to ensure sufficient cash is available for the programme’s activities.
  • Contributing to the development, implementation, and review of financial policy and controls, in line with HALO’s global policies and donor regulations.
  • Providing financial oversight of provincial offices, conducting periodic visits to monitor compliance and further the professional development of the Finance Officers.
  • Ensuring proper and timely archiving of financial records, including digital and physical archives.
  • Supporting the preparation of financial reports for submission to government ministries, donors, and auditors.
  • Providing information and documents in support of internal and external audits.

Requirements

Skills and experience

Essential

  • Excellent spoken and written English and Burmese.
  • At least three years of experience working in accounts or finance, applicable to the job description.
  • A professional finance qualification, or extensive experience as a finance professional.
  • Advanced computer skills including experience using Microsoft Excel.
  • Extensive knowledge of Microsoft Office, particularly Excel, as well as the ability to learn other software tools readily and implement/use them successfully.
  • Knowledge of local laws of Myanmar.
  • Well organised, deadline orientated and excellent attention to detail are essential.

Desirable

  • Chartered or Certified Accountant qualification.
  • Experience using computerised financial accounting systems, especially online-based ERP systems.
  • Experience in managing or supervising a finance team.


The successful candidate must have the relevant permissions to work in Myanmar. The successful candidate will need to prioritise work under pressure to meet competing deadlines. As a focal point for a dispersed team, initiative, independence and adaptability will be needed, together with well-developed analytical and planning skills. Attention to detail is essential.

There is potential for part time working in this role.
